Believe it or not, alot of dealers now filing form 4 while form 3 is pending. They aren't suppose to, but alot of them are doing it and getting away with it.

They need to make form 3 instant transfer... It's not like its getting transferred to a unlicensed dealer...

It is true, form 3 times are insane for what actually happens. Which is checking that both licenses are valid, and moving the serial number to the receiving party's file in the database. Something that a 15yo could write a computer program to do.

However, they are very clear about not submitting form 4s early, thats not very smart. whats even dumber is advertising it on a site that is well known to be monitored by the ATF.
