Surface rust removal

Apparently I'm collecting vintage meat cleavers now. (not sure how that happened) My latest acquisition has a fair amount of surface rust that needs to be removed. I need suggestions on removing the rust without harming or scarring the metal. Any and all ideas will be appreciated as I'm sure this will be a common issue in the future.
 
I am no fan of steel wool anymore, all made in china, and the coating on it seems to cause even more rust. Tends to leave fibers behind too. I no longer use it at all on refinishing wood stocks.
