Abu garcia Cardinal Ultralight with 4 lb line with a 1/16 oz white crappie jig or a 1/16 oz spoon. Yes I have a Penn rod set up just for striper. But, the only three I have ever caught were on the ultralight. 4 to 6 lb range.
BTW, when you hook into a 4 lb striper on 4 lb test line on a ultralite rod make sure your drag is set real lite and you have alot of line on the real.
