Interesting. Never thought of primers as being non commercial. Makes sense though. Wonder what their cost is for "oem" marked. Also wonder what happens if you have a cup fail and fire cut your bolthead. Imagine CCI gonna say take a hike.

That style of packaging is commonly seen now at gun shows and other places since the commercial remanufacturers' sales are slumping. If they can't sell fixed cartridges, some will sell the components.
 
Most primers sold in a sporting goods store are non-commercial. Have been for decades. Commercial primers are usually copper or brass in color. The nickel plated are non-commercial.
Like stated above, there are a lot of Commercial reloaders selling components as well as ammo. They have also been using any primers they could find. So some of the reloads you may have bought probably have non-commercial primers in them.
