New Briggs had the spring on wrong

My bro got a new engine from Northern, still factory
sealed.

Put it on his sons gocart and couldn't
figure out why it ran at full throttle
with the gas peddle not pushed.

After I looked it over I seen the springs
had it held wide open so a lil rearranging
it's working properly.

Anyone else's ever run into this?

I've got a buddy who word for a golf cart company (E-Z-Go I think). Anyway, he posted a picture of one of the off road models that had two different rear tires when it came in. Brand new. QC isn't what it used to be.

then went to MN for a bit but finally made it back
