New 80% Lower Rules

And where would one go to determine ones SN? You don’t “register” so essentially you’re engraving your own random number into a lower, means nothing, never traveled trough an FFL so it just engraving in metal wouldn’t help or hurt their cause. Negligible

If we were talking a form 1 it will have engraved credentials from you when you manufactured it and a serial number which was either registered during the NFA process or originally came with the weapon you form 1d

The one I made for my Nephew I did a form 2 with a made up serial number(his birthday) and my info as the manufacturer. but Im an 07 FFL
 
I've added a new line yo the rules regarding 80% lowers, here it is:

80% Lowers - These can only be sold as incomplete/unbuilt lowers. Completed 80% lowers are not allowed in the classifieds.
Makes sense -- any store you buy 80% lower kits from will only accept returns if they've not been worked on in any way too.

I agree that it's seemingly impossible to keep track of finished lowers that started as 80s. Hell I don't even see how the gubment could tell which lower started out as a pistol or rifle. I'm just going by what I've read about 80s.
I guess the real reason for the info or possibly misinfo on what I read was that I would imagine the gubment doesn't want a guy with a mill or Dremel tool to start cranking out lowers and basically being an unlicensed manufacturer.

Yes it’s a felony to shoulder an 80% pistol with a brace and an AFG with an OAL of 26” and in smoothbore with a binary trigger

Can you provide a reference such as the one above to support your statement ?
 
No It’s not. It’s all about the intent of manufacture. It’s just hard to prove your intent was to own it then you changed your mind and never ever saw dollar signs when in fact you were assembling it. This has nothing to do with Steve’s rules just saying

It’s illegal for you to manufacture a weapon in its entirety with the intentions of selling that weapon WITHOUT an ffl. It is NOT illegal for you to build a weapon in its entirety for a hobby, or yourself, or a gift, or a collection then later decide you do not want it and privately sell it.

It's all about intent. You can legally build a gun in your garage all day long. If you decide you don't want it you can legally sell it. But, if you build it with the intent to sell it you need a manufacturer FFL license. It's just like buying a new gun, you can not by it with the intent to resale it, but you can resale once you decide you don't want it anymore.

*This isn't an argument against Okuma's rule change.
