If I won a billion dollars, I'd buy Brasleton, GA. (Like Kim Basinger and Alec Baldwin tried to do some 30 years ago.)

I'd appointment myself chief of police and immediately begin acquiring post 1986 machine guns. And destructive devices. High speed police chases following an armed robbery in my jurisdiction would end with a shoulder fired anti-armor weapon.

And I'd build a new shooting range/training facility for my department.
