What are the approximate outside dimensions? Does it have a spot for a padlock?
Does it have swing out handles on the sides too?

No provisions for a padlock as it is now

Yes double handles on 3 sides (none on the back where it hinges)

Dang too tall. My truck bed rail is 18 tall from the bed. I wouldn't be able to use my bed cover

Does you bed cover sit slightly higher in the middle like mine? Might squeeze in if you center it. I have a tacoma and it fits right between the wheel wells perfectly.
