Motor cranks runs fine, it just won’t push the boat. Not a prop slip issue. It has a new prop, new carb kit, new fuel pump. If you know more about outboards than I do you could have it going down the lake in no time. The cover says 9.9 so previous owner could put it in a 10 hp lake. Serial plate shows it’s a 15hp

Maybe it just identifies as a 9.9 now lol. Have you tried writing 15 back on it
