Is it possible to “bump” an older listing closer to the top

"bump" works fine. Just remember that your posts are not new to you, so they won't show up under "new posts" for you. There's also the "relist" button to make a new listing.

Pretty much. If you're logged in, you wouldn't see the bump. Open it in a different browser that you're not logged into ODT with and you'd see them.
