Good Rust Treatment on the Cheap???

Okay so I'm back on my Festiva project and it's kinda rusty in the floorpan. I've read good things about POR15 but it's WAY too expensive for me to just waste it on a Festiva. So what else is good in a gallon paint kind kinda deal? And I'm needing something I can brush on.
 
Evapo-rust. I haven't tried it yet but it is what i would try.
Yeah, I looked at that on the Harbor Freight and I think the OReilly site. When I read all the good environmental stuff about it I figured it had to be too good to be true. But I might be trying it considering the price.

good old rustolium in gallon. 20 bucks from grainger suppy or home depot, get as much rust up and just poor it in let dry ...
