ISIS isn't a nation so... Declaring "war" on it is like declaring war on polka music. Or poverty. Or drugs. It provides the impression that politicians are "doing something!", makes simpletons feel better, and provides an excuse to spend tons of the before mentioned simpleton's money, but actually does not accomplish much.
