Claiming abandoned kayak?

Oh, but it is now….
You mean possession of it right now. Seems to me that if it's part of or on HOA property the HOA had temporary possession subject to its rules and whether the member was fully paid up HOA-wise - in good standing it isn't technically 'abandoned.' (e.g., I've been a fully paid member of my HOA for over 20 years and have not once 'abandoned' it. Does it mean I can't go use it if I get the hair up my butt to go do so? Nope, my keycard to the pool gate still works.)

In my book, if it's chained up it isn't 'abandoned.' The very least thing I'd have done is to get some kind of documentation from the HOA saying it was 'abandoned.'
