Who is the best FFL to have one shipped to (hopefully free still??)

Out of curiosity, what kind of problems?
First one would never reliably lock the bolt to the rear, no matter the mags or the ammo. 2nd one was a factory assembled upper with their premium line bcg that was seized in the upper right out of the box ( not sure how they even got it assembled). 3rd the handguard twisted and walked off the upper while shooting, even after I disassembled it and retorqued it.
3 guns and none of them were right.
