The picture is definitely a forged upper. No way to CNC those angles at that price.
That said, I would be just as happy with a forged upper. They wrote it was 7075 upper and lower.
If I needed a cheap parts build, I would definitely try one of those.

I have one. Took nearly 200 rounds to break it in (ftf issues). Now it runs beautifully. Just can't beat it for the money!
