Google "tractor salvage yards". A few come up in GA and AL. Call them to see if they have your model junk tractor and the part you need.

I would look on ebay or find a "like part" being mass produced. If you have that made in America, it won't be cheap

Most likely that was Broached with a tool designed for that ID. Not practical.
Can't tell how tall that is but Wire EDM could make that and wouldn't care how hard the steel was but you would want to make it out of similar material and hardness as it was designed that way for a reason

I have one of those little Jap diesels. I've found those parts are basically universal. A lot of times you can take them to a dealer for any of those tractors, and he can cross reference.
