Given the environment we live in, I'm not sure that WOULDN'T be considered a straw purchase him saying that he is buying it for someone else, even his wife. Being that's all spelled out, I'm assuming in messages, and that it's a new member, I wouldn't put it past Biden's alphabet army to entrap you or anyone else on the site on a technicality.
What I'd recommend is having this person meet you at an FFL that's willing to do a 4473 transfer where he can confirm that he is buying it and he is the transferee. Let him be honest/dishonest and then you have an actual legal paper trail that will do far better than the worthless bill o' sail. It will also weed him out if he's a felon.
