Cool on him to offer to take it back, but it’s a used gun and I would never expect a seller to buy back a used gun for something I missed when looking it over.
Technically speaking it is the same way, but some manufacturers (I'm looking at you S&W) required it to be sent to a FFL or at least they did several years ago when I sent one back. Not sure about Ruger.
Yep. Ruger will send a label, or at least the used to. Shouldn’t cost you anything except a FFL transfer if they require you to have it sent back to a FFL.
Take it to @cmshoot and make sure it is right. ATF has prosecuted people in the past for malfunctioning firearms discharging more than one round per pull.

I see the undersized gas port on the 10.3 a lot because "milspec" is .070 or .071. The problem is "milspec" in that barrel length is intended to have a can hanging off the end of it. At least that is my thoughts.

I've opened up undersized gas ports in the past.
.070 on a 10.3 is optimal if you want to shoot suppressed, so not optimal for you.
.075 will not be an issue. Daniel Defense 10.3 comes in with a .083
Generally not that often. My 1978 SP1 has seen thousands upon thousands of rounds and still has 100% of the springs and detents it left Colt with 40+ years ago.
I had a Ballistic advantage bolt that came with rings that really dragged in the carrier. It would short stroke almost every shot. I worked the action a couple of hundred times and then shot it a couple of hindered more. The rings wore in and I never had another issue.
19X, 19, and 45 all use the same barrel. I’m using my old threaded Glock 19 barrel in my 19X. Gen 5 17 uses the same lugs as the 19. Gen 5 17 barrel will also work in 19, 19X, and 45. Gen 1,2,3, & 4 Glock 17 barrel will not work in Gen 5 17.
