There is a compound that expands as it dries. Drill several holes in a line (directions on the bag, sold like bagged concrete) and pour it in the holes. Come back in 24 hours, broken.

Leveling is not that big a deal. A pile of cap blocks, some wedges, a hammer , and a shovel. A bottle jack or a floor jack comes in handy, as well.
Under an hour, that includes several Natty-Light breaks.
If you do get ladder, make sure you replace with a LED bulb. You will never have to do it again.

To tell you the truth, I do much prettier welds with 3 car batteries and some jumper cables. It is just a huge pain to hook it up.
