Half and half. Member the nazis and gestapo. The military/police will be the same way brain washed by there government thinking what “THERE DOING” is patriotic by attacking are ordering strikes on civilians in the name of “just following orders”. Some civis will support what they do like the civilians did and the Soviets did by turning each other in instead of fighting there corrupt government.
