Woodworking help needed

If you're building chairs, you probably have a table saw. I use the table saw top because I know it's a flat surface. Not worried about level, as much as flat. I tape a sheet of coarse sandpaper to the table top, and then slide the longer table leg back and forth across it until the chair stops wobbling. Sometimes might have to sand two legs, but it usually works for me.

If it's very slight, it may be only you that notices. I just tested my factory made barstools. One of them has a wobble and two of them are loose so I bet they wobble after I tighten them up. That's the curse of learning carpentry, you start noticing crap that never bothered you before. My father in law is much more skilled than me but he goes crazy over some details.
