What's up with Villa Rica?

Looking to pick up 20 acres for development within Villa Rica city limits. It looks like a lot of new development is coming there, and people are leaving or skipping Douglasville for Villa Rica.
For some reason, Carroll County and Douglas County split Villa Rica in half. Is there a difference inside of Villa Rica which side you live on?
