The biggest issue that has caused the big drop in custom 700 actions is the abundance of lower prices custom CNC actions over the past 2-3 years. In the past to get into a custom action it would cost $1500-2000 for the action, custom barrel and chambering, fitting, bedding of the action in a stock, etc. These types of rifles are still available, BUT now there are some other very nice options that significantly cut the costs, while still giving you custom action performance.
For example, you can buy a custom action now for $700-1000 that is more precise (tolerance wise) than any R700 action, get a prefit custom barrel for $500-800, chassis that the barreled action bolts into for $400-1000 and you are done. Well you still need optics and a trigger but you can have a full custom rifle for sub $2k.
BUT that's not built by GAP, LRI, Gradous, APA, etc.
