You are not going to be running military trained soldiers who will follow orders. If you start building a force with people you don't know or don't know you can trust you are going to end up with in fighting, folks wanting to take over and forks wanting to split off. As few a number of people you can get by with the better.

And as far as running raids on other people or someone else's stuff, well that would make one a thief and or an armed robber who would deserve to be shot.
B/C there isn't a cop around to enforce the law doesn't mean there isn't any laws.
