Not yet only because they Owners are useless and allow anything to go long as no one is Murdered...This Apartment is only needed for 7 more months but that's a far fetch.
I think I'd still take the time to document the complaints and notify the landlords your daughter is keeping a daily journal. Get it on paper and call the police department at least once to document a noise disturbance and get a police report. Seems to me if the landlord/owner won't do anything in the face of documented instances of noise intrusion into the rental property then a valid reason to break the lease exists...
 
a combination of sound a machine, as others have mentioned, and hanging a soundproofing curtain would probably be enough to let her sleep while you come up with a more permanent solution.
Or.... "Officer, he tried to touch me while my mommy wasn't here."
