a 14" barrel on this would be substantially behind the end of the magazine tube.
Are you going to advise him to cut the magazine tube, and shorten its spring,
and reattach it to the barrel as well??? That's a big project.

The Mossberg factory website says that the maverick cruiser with a plain barrel (not a "breaching" muzzle accessory barrel) has an OAL of 28 and 1/8".
Therefore you should be able to cut 2 inches off of the barrel and reduce the overall length to 26 and 1/8 inches.
And a 2" reduction on the barrel should still keep it past the end of the magazine tube which means the cutting job would be simple, not a major gunsmithing project.

(But, once you do that, you can't freely interchange it and reconfigure it between shoulder-stocked shotgun configuration and non-shotgun firearm configuration. If you ever rebuild this firearm into a shotgun, you'll be stuck with it as a shotgun forever.)

I never said there wouldn't be any other work required. Just an idea for what could be done.

There is also a conversion kit for this as well though and would only require swapping some parts out.

There just so happens to be one on the trader right now:
