I think you’ll find that you could simply place the bullets in the fired brass with some simple adhesive to create some neck tension.

if you have some live ammo and a bullet puller, just loose the powder/primer and reseat the bullet. You don’t need specific dies as you are just seating it like an arbor press would. It could be done with some channel locks taped over.

That's what we did. We fit new projectiles into a case with a spent primer.
