Is this something new or alway been the case? Who mails the letter, or is it hand delivered? Is an acknowledgment necessary from the county CLEO ?

If you are doing a form 1 E-file or form 4 paper filing you have to mail it. If going through silencershop kiosk they do everything for you.

I just dropped it off at my local PO and the reception officer had no clue what I was doing and gave me a very off putting look when I explained it lol. Told her to just give me a receipting acceptance and walked off
