Fellow traders correct me if I’m wrong but I’ve always been under the assumption that for trading to be legal here in GA you must trade to 1.) someone above the age of 21, 2.) be a Georgia citizen with a valid drivers license, and 3.) not sell to anyone whom you have knowledge of being a felon.

Yes, if selling to someone living in GA. Since he lives in another state, it has to be done through an FFL.
 
A person can shop for rifles and shotguns (but not handguns) from FFL dealers in states other than his home state, so long as neither state has a specific law against doing that.
(Georgia has no such law, and I'm assuming South Carolina doesn't either.)
