He has also told me that when he plugs the charger into the cart it comes on like it should and then cuts off like the batteries are fully charged.

Loose connections, bad cables. Tighten all the connections 1st.

Still sounds like a bad / inadequate ground. Check for resistance between the drive motor(s) case / ground and the frame. Should be common with no resistance. I can't speak to any electronics. Always helps to have the manufacturer's wiring diagram. Measure the resistance of the cables and determine an average per foot value. Any cables found to have abnormal high values may be significantly corroded and need to be replaced. Especially if the cables are old.

Bad battery or batteries can do odd things. Voltage checks fine, then drops thru the floor under load, etc.
