I've done this a thousand times....

I’ve done all that. Primed, TDC and installed the distributor 3 times. It’s been driving me nuts!

Were the timing chain dots aligned?

Either 180 out, or you are not allowing for the gear twist as the distributer goes down and seats.

Made mine on a lathe...

Find TCD AND drop in with rotor pointing toward #5 cylinder. 3rd cyl on drivers side.

I would'nt try to set base timing after you get it. I would set total timing @ 3000rpm's between 32-36 dregrees total , wherever it runs and starts the best
