Guy I met has a handgun I want and is willing to trade bullets I have for it.

Is a bill of sale REQUIRED or just recommended?
If recommended, is it more for the protection of the buyer or seller?

No bill of sale required, most people don't bother as it really doesn't provide any protection for anyone. Unless notarized they don't prove anything.

A bill of sale is neither required nor recommended. Unless it is witnessed by a notary and notarized, it holds no weight in any court of law. It doesn't "protect" you or anyone from anything. If the guy with the pistol asks you to sign one, it's your call as to whether or not you want to trust that individual with your personal information. You, Mr. John P. Winklesmith, will have to make that decision for yourself.
