What looks like a plastic or rubber wadcutter bullet would actually be a sabot
that encircles the front half of a very pointy steel flechette.

You almost got it. It's the ammo for the AAI ACR rifle as part of the advanced combat rifle program around the 80s/90s. You got it close enough . You're up.
 

Well, it's not that brand. Not an actual Flobert, nor does it have the same action design, not the same mechanism for loading and firing rounds.

It does have a very similar appearance to some Flobert guns.

To the extent that a Flobert-style pistol could mean any one of various designs by various manufacturers that has the same essential characteristics and is meant to fill the same role, it might be fair to call this a Flobert style pistol.
 
It's not that old-- it's just meant to look like a throwback to an older era.

It's not chambered for a true Flobert style tiny cartridge made for indoor parlor shooting --a gallery set up in your living room or otherwise inside your house.

It wasn't meant to use 6 mm rimfire rounds, 22 caliber BB caps or CB caps, or even 22 shorts. This uses 22 Long Rifle ammunition.
