Turner carbine - it was tested in 1941 and did poor in the dirt and sand tests. The metal stock was deemed unacceptable. There was a second version of the rifle with traditional wood furniture and was given a fair rating (a step up from poor from the previous version).
Close enough. It was called the Turner Light Rifle and you're correct about it's first submission results. His second submission was the Turner No 2 Light Rifle which replaced the tubular buttstock and the forearm was also replaced with wood. He blamed the poor cycling function results on a change in the propellant in the ammo used for the tests which was different than the ammo he was given for development.

Of course, the Turner is an oddball (comment was made about the receiver trigger design looking like an old door knob lockset) , but the big thing to know here is that all of this was in response to the acquisition aims of the army to come up with a lightweight carbine.... the eventual winner, Winchester, used a design based on Carbine Williams' design. The ensuing builds off this design with modifications, etc. along the way resulted in a weapon that eventually fielded over 8 million carbines.... The M1 Carbine....

And the special .22 SCAMP ammo developed for it back in the late 1960s ended up being pretty darn similar to the 5.7 x 28 mm of today.
Back then they came up with what was basically a shorter version, a rimless version, of the .22 Hornet varmint rifle round.

40 grain bullets at about 2100 fps from the handgun barrel.
