We need a law that a landowner can claim so many feet above the ground as personal airspace, not enough that a plane can't fly over but enough that a drone can't peek in your windows.

I would say the peeping rom thing would be in effect. If it were the Govt, I would think there would be some sort of warrant/ special counsel or some sort on notification to the land/ property owner.
