Knife making question

If a man could get a hold of a piece of the steel he wanted to make a knife out of, could he just cut it out, shape it, and heat treat it and call it good? I don't have a forge and probably won't have time to use it to make the investment worth it. Thoughts?
You want to check to see the carbon level of the steel. If you grind it and the sparks splinter out it should be a good steel. Start with a run of Forged in Fire, the earlier ones are better.

People do exactly that with saw blades.

Some of the knife makers do not forge they purchase flat bar cut and grind it to shape.
