Is this a non reciprocating side charger?

No the bolt handle moves with the bolt . In fact it's just a plain AR style bcg with a drilled and threaded knureled handle installed. Nothing wrong with it though. I had one in 7.5" until 2 weeks ago.

Reciprocating means the charging handle moves with the action. Looks like the handle is the “screwed into the carrier” type which would indicate that it is indeed reciprocating.
