Made it up, but:

Make favorite chili.
Mix cornbread/add little smokies and cook 15 minutes.
Add layer of chili. Layer of cheese. Layer of tater tots.
Cook (uncovered) 45 minutes. Add cheese on top and cook 5-10 more minutes.
The little smokies were almost over cooked, so I will adjust the cornbread cooking time if I attempt again.

I don't use recipes, so can't be much more helpful that that :)

What I will (nervously) admit to doing is using Jif Corn Muffin mix for the cornbread. As a Southern born and bred man, I am ashamed to openly admit this. And that I add cream corn and sour cream to the mix

Say what??? I use jiffy all the time! It’s a classic in a pinch! Man ima do this up an post you back on my results. Mane I jus a poor broke honky here.

Good God Man! You add stuff to Jiffy to make it SWEETER?!?!?!??

You should hit up the cake decorating section and buy some frosting to put in it too. Dang.

You no y’all beez doin dat ins macon wit duh chit lins in cone bred
Chitlins yes. I brokered Chelsea Milling Products (makers of Jiffy) in the 90's. That stuff is pure sugar. No self respecting Southrener bakes conebread anyhow. We fry it in bacon grease.
