Handgun transfer question

Totally illegal since ammo is something that you cannot ship USPS. Go into any Post Office and it's there on the sign right next to hairspray and paint.

As for the rest, the simple answer is:

USPS

non-FFL Handgun = No (Illegal)
FFL handgun = Yes (Legal)
non-FFL long-gun = Yes (in-state only)
FFL long gun = Yes (interstate)

Common Carriers (FedEx,UPS, etc.).

Handgun - Non-FFL to FFL = Yes (Overnight only)
Handgun - Non-FF: to non-FFL (Legal, but not allowed under carrier rules)
Long gun - Non-FFL-FFL (Yes, Ground OK)
Long gun - Non-FFL-non-FFL (Legal, but again not allowed by carrier rules)

And as mentioned, not declaring a firearm is a felony itself, even though it's a private company you are lying to.
