What does the vinegar do and what kind of vinegar?
Vinegar does 2 things, it it is acidic so we will definitely soften up most paint secondly it eats up the surface rust if you don't leave it in too long after you remove it you have to give it a bath with baking soda water to neutralize the acid I just use common white distilled vinegar I get at Dollar General and a bucket just big enough to put everything in and rotated every couple hours. If you do not leave it submerged the parts that are exposed are will quickly rust so is a pretty good idea to submerse it completely. Then I just take it down to the car wash and blast it off wipe down the tough areas with acetone and give it a light oil coat before I decide what I'm going to do next with it
