Fountain pen and mechanical pen collectors?

I picked up this beautiful set with the intent on refurbishing but I really don't know that much about it.

If I was to take an educated guess it would be post World War II at that time the manufacturing was done in Iowa and the neb is 24 karat gold

Should I refurbish it I afford too many projects and I'm not sure if it would increase the value

They are extremely detailed and I know these pen guys can be as picky as Garrand guys!
