Interesting. SO what does this really mean?

Braces are legal, but misuse of them are not? Nothing has changed? Shouldering a brace is good, or bad?
Or, are they just removing this notice from public review? The notice itself claimed review was not necessary.
Letter from congressmen was good. If only they could apply those points to the law.

Let's figure this out... Is shouldering a brace legal or not?

The ATF has said, and even mentioned it in the last proposal (now withdrawn) that shouldering a brace doesn't make it a stock, or the gun an SBR. I seriously doubt they would try and reverse that, since it would get tossed the first time it was taken to court.
 
So, this thread from 2020 is a bit out of date.
UPDATE: ATF did it again, with a new proposal to ban all "arm braces" that are useful as shoulder stocks (even if they might also be useful as actual one-arm support braces).

On June 7, 2021, the Attorney General signed ATF proposed rule 2021R-08, “Factoring Criteria for Firearms with Attached ‘Stabilizing Braces,’” amending ATF’s regulations to clarify when a rifle is “intended to be fired from the shoulder.”

  • Set forth a worksheet “Factoring Criteria for Rifled Barrel Weapons with Accessories commonly referred to as ‘Stabilizing Braces,’” ATF Worksheet 4999, to aid the firearms industry and public in understanding the criteria that ATF considers when evaluating firearm samples that are submitted with an attached “stabilizing brace” or similar component or accessory.
This proposed rule would not affect “stabilizing braces” that are objectively designed and intended as a “stabilizing brace” for use by individuals with disabilities, and not for shouldering the weapon as a rifle. Such stabilizing braces are designed to conform to the arm and not as a buttstock.

ATF published the new proposed rule in The Federal Register and invited the public, and stakeholders in the industry, to comment.

The public comment period ended yesterday, 8 Sept. 2021, though mail-in comments that were postmarked yesterday might still be considered and added to the federal database of documents (the docket) over the next couple weeks.

I don't know how many comments were submitted, but that web page of The Federal Register where the announcement was made had nearly half a million page views so far since the new amended Rule was published in June of 2021.

Oh, you dreamer.
The new factoring criteria (when they implement it) will effectively make every AR/AK with less than 16” barrel a SBR unless you’re running just a smooth, bare buffer tube.

 
Do you know what screw the ATF. Their boy Joe who is empowering them to do whatever they please. Just gave terrorists select fire heavy weapons and rocket launchers tanks Humvees helicopters everything he said we couldn't have. Or that we would need to stand up against them. As soon as they take back all those weapons from the Taliban, then they can start talking to me about what I can have and what I can't have. At some point or another we're just going to have to go to the ATF walk in there and take their desks away unplug all their computers and tell him to go pound sand. When the government gives terrorist organizations weapons beyond what any civilian can own. And does it with a smile on their face talking about a success. They negate any rights they have to the second amendment or any kind of restrictions they want to put on it
