I agree, choose one or the other and leave it alone.
Switching back and forth isn't about maximizing
daylight for our enjoyment. It's about gov't. reminding
us who's in control. Or more accurately to precondition
us to letting them have control. Must make them feel
quite powerful if they can tell the sun what time to rise.
