Can we ban new accounts that ask "still available"?

I think the Mods should Ban people or at least start charging people $1 who make complaint posts more than once per month.
1 free complaint post but after that it is a $1 charge per complaint thread.

"Is this still available" is used also. I've just noticed a huge amounts of "still available" leading me to believe a lot of the newer fake accounts are run using the same script/bot.
