No, there is not. There is a shortage of raw materials, due to mines having been shutdown for several months, as well as unprecedendent demand.
You see more Russian made ammo for sale because Russia never shut down their economy to the same extent as US did. They kept making ammo and mining for ore and coal.

I haven't seen much Russian ammo except on here in a very few listings but I still see people trying to sell off their bulk ammo daily. I've been trying to trade the ammo I don't use and haven't much luck with takers and I'm practically giving it away
