Yea they need to crack down on these idiots. Who in their right mind would shoot at any game, much less a turkey, without being able to positively ID it. You have to be sure you are shooting a male gobbler, not just any turkey. This involves getting a good look at the head, legs, beard, and possibly tail, or at least enough of those features to positively sex it.
