not if you want it to look good. I've done cold bluing but hot seems like a whole 'nother animal to get good results.

If the hammer hasn’t fallen (still cocked and locked) it’s a firing pin or fp spring issue. If it’s dropping from C&L it’s a bad safety OR the spring in the grip was put in wrong and the hammer isn’t caught by the sear.
Drill and tap (have done) would be the way that makes the most sense. Lots of shotguns (and some lever guns) come with these holes already in the top receiver, you would just need a rail. Check the model, it may already be set up for you
