Flightaware data is not reliable at that altitude and in that kind of terrain. I have also seen 50 kts as ground speed. The flight appeared normal for a helicopter entering positive controlled airspace in low visibility.

Pilot flying low in min VFR conditions, following roads and waiting for Special VFR clearance to enter airport airspace (c, d, whatever it is called these days).
I had heard the name before but didn't have a clue who he was.
