    @captdave77 has been chatting and talking to me on the phone, I am working on it now. He thinks it's the drain, so I had to go buy a shop vac and going to work on it after I get through eating lunch.

    Yea, the float is just above the drain so if the drain wasn't working it would cut off. The drain was working so the system wasn't reaching the float and shutting off, it was just filling with water while the outside unit wasn't ever coming on. The unit was also circulating air still.
