    Once I get a day, I'm going to call around. A special needs child has top priority from the email I received. Also I ran across a site where a foreign child seems to be relatively easier but, not sure. I'm pretty sure foster care is not something she'll pursue.

    If you want to adopt you pay them. If you want foster care they pay you.

    It might sound selfish but I am pretty certain she would not be willing to foster care a child. She wants to raise one as hers and I am not familiar with foster care other than a few people I have talked with have done this. My impression is that foster care is temporary and usually an older child?
